Ferry, 22, joins having left EFL side Stevenage last season, a campaign which he finished playing for Woking.
At the Laithwaite Community Stadium, he helped the Cards achieve promotion to the National League.
And the central midfielder can't wait to get going at the South Coast.
"I'm excited to be joining Eastbourne," said Ferry on signing his deal for the new season.
"Having seen what sort of team Lee has put together, I want to be part of a team that is challenging at the top end of the table and that is certainly a possibility with the players who we have signed.
"The new changing rooms look great, and I can't wait to get going."
